Account and money blocked for 10 months!!!

Hi,
I have a small e-shop with herbal and legal cannabis products ( tea, proteins, oils, balsams...). I used paypal for a lot of time and than in May 2017 may account was blocked - never understand a real reason - but the info was: Paypal policy doesn't accept drugs, and it's not important that we are speaking about legal medical and cosmetics products ( without THC ). It's ok for me, ignorants still exist...
But I have on my account 2 000 Euros blocked from 30th May 2017. I was informed, that I need to wait 180 days ( 6 months ) to have back MY LEGAL MONEY, because maybe I can be dangerous criminal and my clients will ask their money back... And it's still ok for me, it's my last business with Paypal, so no problem.
BUT I'M STILL WAITING!!! In a few days it will be 10 months - not 6!!! Of course, I tried to contact paypal customer service: 20 email ( online messages from my account ), always received only an automatic answer that I will be contacted in 24 hours. BUT NEVER ANY ANSWER ARRIVED - nor 24 hours, nor 24 weeks! I made 2x official ( formal ) complaint to paypal, after 4 months NOTHING - any info, any answer.
I tried to call, but nothing, they never answer or I have to wait 30-40 minutes ( paying a lot, I'm a digital nomad, travelling around Europe and pay 40 minutes call from outside it's really expensive ) and than after 28 minutes of waiting the call stops...
My question is: It's only my problem, because I'm Italian, my account is italian and I have to write and call italian customer service - which doesn't work like everything in Italy? Or there is some possibility to solve this problem out of Italy, maybe with UK or different customer service?
Please, I really need your help. You had my money for 10 months for free and without any reason, so can you please give me my 2000 euros back now? I need to work.
