combining shipping on two items

I have purchased two items from a seller who said that items could be combined in shipping. Seller has not returned my inquiries. How do I pay these ebay accounts to combine shipments? DoI have to pay these separately and then get refunded?

Hi blackbarn-
You can send an invoice with adjusted totals from your completed listing info in My eBay. You can also create rules for shipping discounts directly from your eBay Sell Form as well. Or, if the buyer overpays through PayPal due to your discounts, you could issue a PayPal refund from your transaction detail link for the overage.

What if my buyer has paid for both items before awaiting their combined invoice, but I want to be protected for BOTH items through PayPal? Sure I could refund the difference as you suggest here, but now I'm sending two items with PP only protecting/tracking/has a record of the one item. Any advice is greatly appreciated!
