buyer returned unsellable goods

I sold something to someone thru eBay. A few weeks later I receive the opened package that was resealed with tape with Return To Sender handwritten on it, and found inside the package the products I had sold... But they were opened, thus preventing me from relisting them as "new and sealed" items. Nobody is going to want to buy razor cartridges from an open package, therefore my products are worthless to me now because of the buyer's actions. The buyer filed a dispute here at Paypal saying they never received the item. Then who opened the package? Who opened the products? And who wrote Return To Sender? This buyer is lying to Paypal and being completely dishonest, and most likely will receive a favorable decision from Paypal. What can I do?

If you had delivery confirmation on the package have you checked the DC number to ensure it was delivered?  You have to remember that the Postal Inspectors can open any package once they receive permission from the sender or receiver OR if any K-9 unit hits on the package.

No, I didn't purchase a delivery confirmation number. It was less than 20 bucks worth of products I sold, but still.. This is happening to me once or twice a month. I know the USPS didn't become that unreliable. I think it's shady people claiming they didn't receive their package, because Paypal always believes the buyer - no questions asked.

If it's haopoening that often, then start buying delivery confirmarion.
