Why does GE Money credit keep putting a hold on payments that I make to my Paypal Plus account?

OK Folks!! Listen up! I am brand new on this forum, but why I am discovering here is a LOT of angry ebay sellers, who apparently are not getting paid right away, after their buyers have sent them payments. So here is another spin, that has an affect on you all you guys. Again, please keep in mind that I am new here, and perhaps my topic is being discussed somewhere else, so forgive me.
I am having a continuous issue with Paypal Plus not posting payments I am making to my account with them on a reasonably timely basis. I buy many things on ebay, and I have had a 100% rating since I joined in the year 2000. I have never stiffed anyone. That said, I usually make payments to my Paypal Plus account several times a week in order to keep the balance down, and keep my available credit being just that, available. The PP Plus website only lets you make one payment daily, so sometimes will do that AND use my online billpay from my own bank, to send to PP Plus. The payments that I make from the PP Plus website get are debited from my checking account, and I get an immediate increase to my spending power, but the payments I send from my online billpay have been having holds placed on them recently. Just this past week, I must have made over $1000 in payments to my account, yet when I go online to pay the sellers on ebay that I have bought merchandise from, I get told that I don't have any available credit. So what is up with all that? I've been a Paypal customer for 5 years, and a Paypal Plus credit card holder for two years, and why would they put a hold on funds that are being transferred TO THEM from my bank anyways, prohibiting me from paying you guys?
Of course, when I call to speak to them....well...never mind. Let's just say there's a bit of a communication gap...about a half a world away! Is anyone else out there having this experience:?

Yes I am having the same, frustrating, irritating, hair-pulling experience with this credit card.
I have been a customer of PayPal for years. They sent me this Credit Card with such a small balance - $500.00 - but I thought, ok, I'll use it for some business expenses/sales,etc. - and so I pay it off a few times a month to make sure I always have it available.
When I pay the bill online, in full, the payment is almost immediately taken out of my bank account - but - after being embarrassed at stores with my card being declined, PayPal Customer Service says they have put a Security Hold on the Payment!!!!! AND they say it could be held for up to 10 days!!! They have my money and they put a HOLD on it?
Tonight, it happened again. I spent an hour on the phone trying to speak to a real person - and since India is wide awake at this time - you would think there wouldn't be a problem finding someone to speak to. 😞
The supervisor went thru the ' suspicious activity; security excuses' because I PAID OFF MY ACCOUNT IN FULL - Mamma Mia! How ridiculous - and I wonder - illegal! And to make matters worse - I have a CREDIT of over $130.00 on the account...so they have MY money.
She said they couldn't override the security hold - and when I said she was lying relating that 2 weeks ago when I had this same issue, the service person then over rode it - back and forth it went...with my voice getting more strained as we went along...only to have my frustration pronounce that as a long time customer who had never had a late payment I was going to cut up this credit card into tiny little pieces and send it back to them just as soon as they sent me back my $130 plus!
Lo and behold, she asked if I would hold on for a minute - and after already being on the phone for 54 minutes, what was another minute or more? - only to come back on with - Oh I didn't know you paid online and I am going to take off the hold...
Why can my other credit card companies take my payments from my bank account and immediately show the payment and PayPal credit card can't?
What a scam!
