I filed a dispute for a software program for various drivers. The software website indicated the software had the driver for a specific cable I needed for my computer. After I downloaded the software and tried to install this driver, I received a message that this driver was not available. I tried repeatedly to email the seller. And, PayPal indicated that the seller would not communicate with them. A couple of weeks after I requested a refund through the Resolution Center, I received an email that I should upgrade the dispute to a claim for refund. I did this, I immediately received an email from PayPal that the issue had been resolved. Resolution: Because this is not a tangible product (software was downloaded) I would receive no refund. I called PayPal. Their rep indicated that, even though the seller would not communicate regarding this dispute, I could not expect them to issue a refund. He then gave me a customer service phone number for SafeCart. I called this number and, although an automated menu for various services is given, when I attempted to go to one of the items, the menu was repeated and I was told to go to their website. I have already been there and received no better service from their website than I have received from PayPal.
I find this appalling. By way of refusal to communicate with me or PayPal, this seller is acknowledging fault. I will not use PayPal for payment again, nor will I make any future purchases from SafeCart.
Obviously, PayPal does not consider the buyer as valuable to their business as the seller.

I find the resolution to the claim I had to totally unfair. Paypal will pay for any item bought where their logo is shown for sales. My experience with a software company was bad and practically destroyed my computer, but for an Ebay tech it might not be running, after 2 weeks of phoning and many hours (I mean hours) on the phone with expert nerds in the computer field. A dispute was filed, elevated to a claim and resolved with the resolution in favor of the software company. A serious lesson learned about Paypal and it is not becoming. I suggest Paypal look at there practices for software companies as this has changed my thoughts regarding using them to purchase and to pay for items I find on Ebay.
Once my listed auctions are over I will be changin the payment method.
