Paypal does not need to see the signature.
They would need to see Signature in file from the tracking

But sening them links to the signature should achieve the same objective.
Paypal just needs to know that a signature was obtained - HOW it was obtained should be irrelevant if they can view the signature online, which the link would enable them to do.

D/C signature confirmation has to be viewable ONLINE.
A signature card that is mailed to you is no good for Paypal. All paypal wants is the tracking number

Like PICTURES of the signature card with the signature on it.
So the SIGNATURE is ONLINE.
RIGHT?

So I reached out to our Protection Services team in Omaha with your question -- they're the guys who make the final determination on non-receipt claims like this. They can give the "official" answer.
Unfortunately, they made clear that an image like this would not be accepted as signature confirmation. Delivery confirmation with signature means the shipper confirms online that a signature was received. Just getting a scan of a a card with a signature on it doesn’t do PayPal much good, because a) we can't confirm the signature is truly from the buyer (it could be faked), and b) what PayPal is really looking for is confirmation that the shipper got the signature at the door from the recipient -- just a scan of a signature on a card doesn't prove that.
I know it would be cheaper to go the route you suggest, which would make things easier for sellers, but from the buyer's perspective it would be a pretty significant drop in assurance that items will truly be delivered. So to be eligible for seller protection, you'll need to stick with true delivery confirmation with signature.
