How do I get a refund

How do i get a refund from a company that claims to be based in China and are refusing to give me what i paid for and was charged for. Furthermore how do we ban these fraudulant companys from even using paypal in the first place? .....

you won't get any help from pay pal i refunded buyer money she filed claim agaist me and pay pal stole themoney fron my acct again !!
