How can I reliably predict what an item will cost me if I use my Paypal debit card to order a product over the phone from UK?
xe says exchange rate is 1.49xxx GBP to USD. The exchange rate according to paypal for sending money to another paypal user is 1 GBP = $1.54...what accounts for the difference in rates and is this the same rate I would use when calculating how much a purchase overseas in GBP will wind up costing me in USD?
Be nice if I know before I pay.

Use the Paypal rate, it's the one that will apply.
Paypal makes a profit from exchange.
