I had my doubts, but this person I've been doing buisness said that he sent me money but had to get it from his bank account, usually for me it takes right away. I've requested money from his account to see his details but it says that he is unverified which I come to understand that his account isnt associated with any bank account. The thing is he said goods come first before actual money, and I'm done waiting for the money because there's no way an e-check takes longer than 7 days. Should I just report this guy for having a false account and probaly scamming or wait a few more days? Because he hasn't responded to any of my emails and when I talk to him on chat all he says is this "It's nearly done." What should I do?

If he is paying you for an item, then you do not ship the item until after the eCheck has cleared. It sounds like you have not even received the notice from PayPal that you have the eCheck in the first place. You should get a notice first and you will see the details in your Account Transaction History. At that point, you must wait till the eCheck clears and actually have the funds. Don't think you're that far yet. This person may just be trying to lead you on and wants you to ship the item.

The buyer's eCheck bounced. Ask the buyer to resend the payment.

Yeah I have a question about the notification, does the notification appear right away after the buyer sends the e-check or does it take a couple days for it to send the notification to your email? Because I haven't gotten any notification and nothing has yet shown up in my transaction history, its passed 10 days and theres still nothing. If nothing changes should I just report his email?

The PayPal payment notification email message is sent right after the buyer initiates the eCheck payment and the payment will show as uncleared in your PayPal account activity or history page.
If the payment is not shown in your PayPal account activity or history page, the payment was not sent to an email address which is linked to your PayPal account. Either the payment was not sent at all, or... it was sent to a wrong email address. Ask the buyer to forward to you his PayPal payment notification email message.
