Cant get anywhere with PP

I had contacted Paypal two weeks ago to find out what is happening with my account and have not received an answer. I normally use the One time Issue CC to purchase things on the net, but I can't get anywhere now. I only get my balance, which I know anyhow, but can't get the card issued, What is going on here????Why doesn't PP respond, specially since I was contacted by PP and I wasn't so sure if it was a spoof email or a real one, I reported that incident to them and haven't received ANY RESPONSE. Any one know why or what????

Sounds like it might have been a spoof email. As a general rule, a legitimate email from PayPay will address you by your real name.
You can hover over any hyperlinks in the email and look at the URL in your status bar to see where they actually point to (but don't click on any). Alternately, view the message Source Code to see where the hyperlinks take you and to see where the message originated from.
Report the email to: spoof@paypal.com
NOTE: Never click on a link in a Bank account or PayPal email as they may be bogus. Also, never download an attachment to these scam emails, as they can download a trojan horse or keylogger onto your computer. Always enter the site URL directly yourself in your web browser.
The safest thing to do at this point is to call PayPal for assistance:

Paypal doesn't issue one-time debit cards, so if you got an email to that effect, it's a scam.

If you are taking about the PayPal virtual one time use debit card numbers and having trouble issuing them are you sure there is nothing required like verifying your SS number with PayPal? When you login it would be to the right of the screen?

I have used the one-time CREDIT CARD several times prior to encountering this problem without having to verify anything but my password, thus I don't understand what is going on now.

Paypal issues a ONE TIME CREDIT CARD, that is what I am talking about. I have used them prior to this time where it wouldn't go. I do have a positive balance.

The Virtual Card Numbers were created using the PayPal Plug-In. I believe that was a Beta test they were doing, and it has now been discontinued. If you go to the PayPal Plug-In page, it stays that it is no longer available:
