PayPal Funds Hold - surely this is illegal?!

My partner's PayPal account isn't new, but he is new to selling. He sold an iPad on eBay and the buyer sent payment on the 6th. The item was posted the following day, via Special Delivery, which is tracked and insured, all out of his own pocket, as PayPal are holding the funds. So the item was received the day after that and the buyer left positive feedback, all good or so you'd think?! Not so. PayPal are holding the money until the 13th (today is Monday, funds will be allegedly released on Thursday). There is absolutely no reason why PayPal should be withholding this money! They've taken their fee, he's paid postage out of his own pocket, the item has been marked with a tracking number which clearly shows the item to have been delivered, and the buyer has left positive feedback. How is this even legal? Partner rang PayPal and despite telling them the item has been shipped and tracked as delivered and feedback has been left, they've said as he's a new seller the money is still being held until 13th! They've no right to hold this money, gaining the interest from it, when there are NO problems with the transaction at all. Even if he is a new seller, as the item is marked as delivered and the buyer is obviously happy with it, there can surely be absolutely no reason they can hold the funds. He's got something to pay for with this money and he can't pay it as they won't release the funds. Is there some legal advice I can get on this? I'm appalled that they've left him in this position.

my advice

switch to AMAZON /APPLE PAY / etc ASAP

notify all your buyers to switch as well-make your own site and sing up with SHOPIFY for example (they offer check out system connected directly to your bank account )-drag away your customers from e bay to your site -offer dropshipping ,coupons  etc .....

 

take legal action-if you are in UK ombudsman and letter to local MP ...if you have lawyer friend try court straight away -don't even argue with pay pal...if you are in the ''rest of the Eruope'' try to contact Irish authorities about it -ombudsman-financial authority- etc

contact California state attornys office-now that would apply pressure -pp in US in constant fry for things like this in the US   and pays BIG fines all the time ..financial authoritties and attornys office  cant wait to slap them with another one coz California state budget needs feeding !...hit hard !

The exact same thing has happened to me. I spoke with a PayPal agent and supervisor who kept going around in circles with the rules. Even though my item shows as , shipped and received with positive feedback they claimed they could not verify my sale because I used Purolator instead of FedEx. Total nonsense and is a simple scam to use my money and not have to pay for it. I found it very unfair that PayPal gets to use my money, the buyer gets to enjoy the product they are happy with yet the seller cant enjoy his money.

Funny enough, eBay and PayPal are supposed to be separated companies -- clearly they are not.

 

PayPal is holding nearly $2,000 of our money for this same reason. They are claiming that we merely 'know' a person that has a bad standing with PayPal, so they are holding our money for it. WE are not THEM.


I feel sorry for the PayPal legal team. Abandon ship ASAP.
