I returned an item delivery confirmed but paypal or the seller will not refund

I bought some shoes off of a guy through invoice goods and services, it turns out that he sent me replicas. I requested a refund and he agreed as long as I returned the item. I opened a claim against him with paypal but he told me an address somewhere in Scunthorpe but by the time paypal reviewed the case they requested I send it to another name at another address in Essex. I used royal mail signed for and it has confirmed delivery through Scunthorpe PDO but paypal or the seller hasnt refunded me yet and Im not sure because the seller claims that he has received it but my money is with paypal and I am not sure whether there is a way of him confirming that he has received the package because paypal may think I gave a fake tracking but i do have screenshots claiming that he told me to return it to him in Scunthorpe someone please help me.

If you open a dispute through your PayPal account for a not as described item, we can only guarantee a full refund if you return the item to the address that we ask. If you have posted the item back to a different address provided to you by the seller, we cannot guarantee a refund on the transaction as that address may not be registered on the sellers account.
