Suspicious buyer activity, no help from PayPal, no valid email address

I cannot find out how to report suspicious buyer activity to PayPal. It is not an option in Help.

The buyer has paid but is sending to a different name (and an incomplete address). I emailed the buyer given the email address, but it is returned as

Delivery to the following recipients failed permanently:

 I cannot report this to PayPal because there is no way to report it. (The resolution centre just says "email buyer", but obviously that does not work if the email address is not correct.) I cannot send the order because the address is incomplete. So I am stuck. Any suggestions please?

@jmofischer

Why not just cancel and refund?

Or give paypal a call?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent OR just say the word 'Agent'".
In the UK its free from any landline phone.
