I HAVE 3 PAYMENTS IN WHICH I AM WAITING FOR RELEASE OF FUND. 21 DAYS IS RIDICULOUS AND WE NEED MORE SUPPORT IN THIS FIELD. I'M A SINGLE MUM WHO'S USING EBAY TO SAVE FOR A HOLIDAY FOR ME AND MY CHILDREN FIND THIS LENGTH OF TIME TO BE VERY INCONVENIENT AND INAPPROPRIATE. THE ITEMS I AM AWAITING RELEASE ON WHERE POSTED AND SHOULD WELL OF BEEN RECIEVED. PAL NEED TO GIVE MORE SUPPORT WITH THEIR SELLERS AS THIS IS DISTRESSING!!!! POOR ....

But without buyer protection and paypal its doubtful whether many buyers would feel safe sending money to complete strangers. I certainly have paid for pricy items i never would have done if i had not had buyer protection.
So the 21 day hold is part of that. If a seller refuses to refund a buyer for item not received etc then paypal have to reimburse the buyer so it is only good business sense for them to hold payments of new sellers who do not have a proven good selling record.
We have all gone through it and it didn't bother me as most of my buyers left positive feedback so i did not have to wait the 21 days anyway.
HERES SOME INFO FOR YOU:
Why your payments are held.
- You have been selling on eBay for less than 90 days
- You have an eBay feedback score fewer than 100 and have not yet established a record of good performance
- You have received fewer than 20 Detatiled Seller Ratings on eBay in the last 12 months or your eBay seller performance is below standard
- You have a high rate of customer disputes or a low eBay feedback percentage
- You have been a PayPal member for less than 6 months and have limited selling activity
- You have a sudden change in selling activities (e.g. suddenly selling expensive items, selling large numbers of items, etc.)
- You happen to be selling in a high risk category such as tickets, travel, gift vouchers, computers, electronics, mobile phones, etc.
Depending on the circumstances, paypal may set aside payments for a single transaction or for all payments to sellers who meet the criteria above.
How can I get the payments released before 21 days.
1. If your buyer leaves feedback (pos) then funds are normally released within 48 hours of that feedback being left.
2. If you decide to send an item trackable then you can add the tracking number to the details of the paypal transaction and funds are then released when the item shows as delivered + 3 days.
What if I have met the criteria for release either earlier or at 21 days and the funds are still held.
Then you can email or phone paypal via contact us bottom of paypal pages with the transaction numbers of the items and ask them to "hurry up" and release your dosh.

No, these guys are out of control. I don't even sell on eBay and I got that notice about 21 days..I called them up, the lady said, no..thats a fake email, send it to spoof..etc..didn't look fake and it wasn't. Then I saw it listed on my account. I called again, the guy told me this time that it was only for selling on eBay.
But, I had used that account, the first one for 6 months for my website and used paypal to handle transactions, never had a problem. I created a new paypal email and account, upgraded to Pro, used it for about a month then I see this notice of a rolling reseve. Again, I dont even buy anything on eBay, let alone sell anything.
I moving to GoogleCheckout, **bleep** these guys, This has to be theft. And they be paying us interest on all monies that illegally took without mine, or your, consent.

I agree with you 1000000000000 percent. i think that this is illegal and definately not necessary. I too have met all of the requirements and yet I have a 60 day hold on (MY,,,,,MY,,MINE....NOT THEIRS MONEY) And good luck trying to get a live english speaking human being on the phone to help you......they all seem to be reading off of a printed script. They think they have a monopoly on all of OUR money and don't seem to think that WE matter. Kind of reminds Hitler Germany.

most ebay frauds are commited by people who build up their rating by selling genuinely then when ebay allows them to acess money straight away they list expensive items and away they go so ebays buyer protection is useless time and time again they fail customers and sellers alike they are just money grabbers who are cashing in untill they are regulated in the uk they will continue to rip people off shame on you

If they list expensive items and rip a buyer off then the buyer can get their money back either via ebay or paypals buyer protection.
The hold is to protect ebay/paypal from having to refund buyers from unreliable new sellers.
Advice is voluntary.

Its ridiculous the person I sold the item to has signed for it last week, how have they still got the right to not clear the funds, it is in black and white on the parcel force tracking website. So aggravating

ME TOOOOO I WISH I DIDNT PAY FOR A PAYPAL KART ON MY WEBSITE NOW!!!! OUTRAGEOUS BEHAVIOUR IF YOU ASK ME. I CAN'T EVEN AFFORD NEW STOCK NOW. I AM OUT OF EBAY AND PAYPAL. THEY WILL LOSE ALL HONEST GOOD SELLERS..... THEN THERE WON'T BE ANY BUYERS BECAUSE NOBODY WILL SELL ANYTHING IN THE END..
