I have a product that has stopped working 11 months after having from supplier, can I open a dispute in Paypal?
PayPal's buyer protection only extends for 180 days meaning that you wouldn't be able to open a claim against it.
Other options would be speaking to bank/card issuer or citizenbs advice/trading standards.
