how to turn on micropayments myself?

Hi, i would like to turn on micropayments on my account as the goods i'm selling are under 10gbp. I have tried to go to settings and change it through there but it tells me... "You haven't created any settings for making small purchases (less than £4.00 GBP) that don't require postage." 

I have also emailed paypal around 4 times over the last week as my phone is broken at the minute. Please can anybody tell me how i go about changing this??

Have you considered contacting Customer Service via Facebook or Twitter?
