I live in Azerbaijan and my card belongs to Azerbaijan's bank. Can I use PayPal for selling any service and can I withdraw money to my card in Azerbaijan?

I'm sorry but you will be unable to receive funds in to an account registered in Azerbaijan regardless of the funding source you have linked to the PayPal Account.
I plan to sell services on my website and accept payments with PayPal? Will Paypal require the minimum deposit in my account? I mean if there is only $10 in my PayPal account can I sell with PayPal?
Unfortunately, even if you have a minimum balance on your PayPal account, you will not be able to receive funds. For this reason, I am afraid that you won't be able to sell your services using PayPal as you are only allowed to send payments from your PayPal account.
