PayPal not resolving issue

I withdrew my fund of £78 a fee days ago now and put them in to my bank account. PayPal said it was completed. It wasn't in my bank. Bank confirmed this. After so much hassle trying to speak to someone at PayPal who first tried to fob me off and seemed to want to do anything but help I was told it was intact a technical issue and the money would be put back in in 24 hours....guess what?? Surprise no funds put back. This is fraud and theft and trying to speak to someone at PayPal who will resolve this is becoming increasingly stressful. I now have 2 direct debits that have bounced. Anyone else had this happen ? Who can I escalate this to Please?
