Paypal have closed down my case without me receiving the goods and without resolution how do I get the case reopened. I cancelled an order within 24 hrs within buyer guidelines and the buyer has not cancelled my order and taken my money, I would have thought this falls under unauthorised payments but Paypal have said not and closed my case without completion.

An unauthorised claim means you are telling paypal that your paypal account has been hacked and used without your consent. As you made the original order then paypal can see that your paypal account was not hijacked and the transaction WAS authorised and so they closed your claim.

 

Paypal however does not really cover 'buyer remorse' so if the seller did not refund you then you had the option of a chargeback via your card issuer (if you funded your paypal payment that way) OR small claims court.

 

HOWEVER if you had filed a dispute for 'non receipt' of item then you would have either got a refund OR the seller would have sent the item. If you did not want the item then you are allowed to change the dispute to one of 'not as described' and paypal normally tell you to send it back to the seller trackable for a refund.

 

You are only allowed x1 dispute per transaction so you may not be able to open another one.

Your best bet is to phone customer services and explain what happened and see if they will open a dispute for you for the near-correct option as possible that may prompt the seller into refunding you.
