On the advice of a paypal advisor I returned a package to sender due to excessive custome charges but have not recieved a refund. The transaction took place in August so the automated call message directed me to the dispute reolution centre. The package has been tracked by Royal Mail and hase been returned to the US. I tried unsuccessfully to raise a dispute resolution but could not process it due to problems with the web site. Having tried again the message says I already have raised a dispute under this item but I cannot access this. How do I get to speak to an advisor?

Your seller is not responsible for your customs charges so why should they lose money because you decided not to pay it.
You are the one that decided to buy and import the item into your country and not the seller so why don't you just pay the charge?
If you went on holiday and bought something and then found at the airport that you had to pay a high customs charge would you expect the shop you bought it from to have the item back.
Advice is voluntary.

I am a USER the same as you are, I am entitled to my opinion the same way that you are.
I have NOTHING to do with Paypal, you get called an advisor when you have helped a lot of people like i have already done.
That does not mean that i am not entitled to my opinion and i will continue to give it.
