I just shipped a friend a product for a fee of $1008.81. He sent me that amount but in my paypal account it only shows $979.25. That amount also says its on hold. What do I need to do to receive the total amount that I sold the product for?

Paypal is not a charity so you have to pay a fee to use its services so that they can provide that services and pay their staff !!
Fees are in the user agreement for you own country.
