Does Paypal check for previous dispues? Requests for refunds?

I am wondering if paypal looks back at buyer's records when the file disputes and requests for refunds. A buyer states she never received an item and is requesting a refund. This is not her first time. Do they check on this?

This is a great question and the answer is yes. All accounts are reviewed on a regular basis whether they are a buyer, a seller, or a buyer and seller. If we find that a particular customer has an unusually high number of claims or exhibits certain patterns of behavior we can take action on that account.
This is not information that can be shared with the other party though due to privacy and security laws that are in place. I appreciate your time and I wish you the best.
