Seller: Refund Transaction Fees

Hello PayPal Community,
I’m curious about two different refund transaction fees:
Full Refund Fees
- It is my understanding that when I refund a customer their full transaction amount that PayPal refunds the percentage transaction fee to the customer as well.
- At the time of the original transaction PayPal charged the seller the percentage transaction fee as well as a flat $.30 fee
- When a full refund is give to a buyer does PayPal charge the seller and additional $.30 fee or do they just keep the original $.30 fee?
Partial Refund Fees
- It’s stated as follows on PayPal’s site for partial refund fees:
- “ When issuing partial refunds, a portion of the fee is returned to you.”
- How is that “portion” defined?
- Is there also an additional $.30 fee charged for a partial refund?

When a seller refunds a buyer in full, they must pay the additional thirty cents out of pocket. Otherwise, the buyer would be refunded everything but the thirty cents. PayPal keeps the original thirty cent fee, as, well, we don't get it back either It's best to think of it as a "per transaction" fee that is non-refundable.
When it comes to partial refunds, PayPal pro-rates the the percentage portion of the fee based on how much you refunded. So, if you refund half the payment, half of the percentage portion of the fee will be refunded to you.
The thirty cent fee (the fixed portion of the fee) is not affected by partial refunds.

I issued a full refund to someone who had sent me money, but Paypal withdrew the full amount of the transaction from my bank account, without even asking me. By saying the full amount, I mean that they also withdrew the full variable transaction fee, which in case of a refund paypal pays for it, not the seller.
I tried chatting with that robot and it wrote to me that I will receive credit for the full variable transaction fee. When will that happen?
How soon after the refund do we receive credit for the full variable transaction fee?
NOTE: The refund still shows as "pending" on my page, although Paypal already withdrew the money from my bank account. It's been 24 hours since I issued the refund and the money was withdrawn.
