Paypal fees for a credit issued

I'm still trying to find out why I was charged a fee for a refund issued by Best Buy - Why?   

 

If I would have known that Paypal was going to charge me money for refund - I would have made my purchase using my credit through Best Buy's website-- or better called their Customer Service Department to make a purchase.

It sounds as if your merchant sent the refund to you through Send Money, which would have treated it like they were purchasing something from you (and thus charged you fees).

 

Merchants are supposed to issue refunds via the "Issue Refund" link in the transaction details of the payment you sent to them.  This helps out and ensures that you don't receive any fees for getting a refund (and the sellers fees get waived too!).

 

You'd want to reach out to your merchant so that you can work out returning the refund and they could then issue it correctly.
