Charged almost 4% fee on sale.... why??

So I'm trying to figure out the math here. Most other sales we have from eBay we pay a 2.9% PayPal fee plus .30 for receiving money. That is the only fee structure I can find on the site.  So then why did we have almost 4% on this auction??

 

Total amount paid by buyer was $430.24.  

PayPal fees were $17.08

Order was shipping to Houston Texas

Payment type was instant

 

Looks like we paid 3.9% plus the .30.

 

Why??  What makes it even worse is that $32.79 of what we received was for taxes that we have to pay to Texas and another $15 was shipping.  What a ripoff.

I found some more info on fees and looks like we were charged a cross-border fee of 3.9% plus the .30.   We weren't shipping across the border though.  I still don't see anything saying the sender was cross-border.  How can you tell this and how can you exclude them from sales?  The fees are bad enough without having to give up another 1% and then be possibly at risk for a cross-border issue.   ;(

The PayPal Transaction Details page will show whether the buyer has a US or non-US PayPal account... it's in the "Payment From" section.

 

You can block non-US buyers in your "My eBay" site preferences and your PayPal Payment Receiving Preferences.

Okay, but if that is the case then I still don't understand.  I have been charged the cross-border-fees when I know for a fact the buyer has a US account, it is my mother.  Please help me understand.

How much was the payment received, and how much was the fee?  When calculating the percentage, don't forget that the fee consists of two parts:

 

1.  A % fee

2.  An additional 30 cents

 

When computing the percentage charged, first, deduct the thirty cents from the fee that was charged.  Then divide the remainder of the fee by the gross (total) value of the payment.  This should provide you a decimal that you can then multiply by 100 to see the percentage.

I think it's kinda crap. I only allowed US bidders to win my auction today and a US person won, but they are not US verified?, even though they have a confirmed US address (probably have overseas bank account). Now I'm charged an extra 1% for something out of my control and something I can not stop in the listing. Unless there is something I'm missing?
