Cancelled Fee???

A buyer paid $13.00, it was a wrong amount they paid, so I refunded $13.00 via "Refund".

 

Then I saw my PayPal account is overdrawn -0.30. There was .38 cents cancelled fee posted to my account as a separate transaction. It is called Fee Reversal From PayPal.

 

I did refunds before without any fees, can I hear some explanation on what happened?

nfomina- Sure, be more than happy to answer that question for you.  When you issue a refund, PayPal retains the fixed portion of the fee ($.30).  If you don't have a balance sufficient to cover that, it takes your account negative by $.30 until that can be resolved.  When we came up with this process back around November or so, it was decided that taking the account negative was a better solution than trying to pull the money from your bank account just because you were "short" the amount of the refund.  If you haven't seen this before from a refund, it was either before we started retaining that amount or you always had a balance and just never noticed.
