dispute after resolution?

i recently bought a scooter engine from a private seller in italy, now there was a delay in shipment and i took out a claim against the chap, until i took proof of shipment tracking, so i closed the case. when i get the engine delivered, the engine had been damaged, casing had been crack at one side, so i wanted to get repaired/welded, and sent the engine to a uk scooter repairer, now from advice and photos were sent to me detailing how faulty and worn parts were inside the engine were, the scooter advised me the engine was not fit for any working use! this engine was sold to me as stated from the seller as` all very good working 100%   I have contacted Paypal as i want to re-open a case against him, He has sold me faulty goods and i want a refund

You are allowed to open x1 dispute per transaction.

 

Once opened you NEVER close it until you have received your item OR a cleared refund.

 

If you funded your paypal payment via a card then contact your card issuer and see if they will chargeback for you.

i closed after getting the shipment tracking and i checked with the courier if was legit, Paypal it seems very black or white, There should some something put in place for a re-dispute case  for assessment atleast?

Or a given time to reopen a dispute,  and  see every re-dispute by a real person

And also for you to state contact my credit card issuer, that is very lame, your telling me that you can`t help? It seems to me maybe the public that keep Paypal, Should just use the credit card only as we will get better protection than paypal?

I am just an ebay seller that helps out on here.

 

I can only give you the facts as to how paypal works, i don't make their policies.

I do apologies, i was indeed getting carried away as i`m very anrgy at the moment at a seller who i`ve been stung with fautly engine, and i`m very sorry as it does look like i`m getting at you, which i`m not, But i really do think Paypal should take cases into consideration

I appreciate that but if you DID fund your paypal payment via a card then contact them direct as they will or should chargeback for you.

 

Failing that if the seller is a registered business you may have other rights under distance trading.
