Resolution confusion

Opened a case because I had not received an order. The seller refused to respond to my emails. Finally they sent a tracking number through PAYPAL. PayPal reviewed it and said the item was delivered so they closed my case! I've checked the tracking information and it's says Tracking no. *************** The system is currently unable to confirm the status of your item with reference ***************. Please try again later. How on earth does that say it's been delivered. But now my issue is showing as closed. What options do I have?

Personally i would give customer services a call and ask the reason of their decision.

 

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent OR just say the word 'Agent'".
In the UK its free from any landline phone.
