If you mean the friends / family option then NO, you will have NO buyer protection.
Also if you are buying an item that way then you risk your paypal account being limited as you are not allowed to help a seller evade their paypal fees by paying that way.
Scam sellers often ask you to pay that way as they know you can't file a paypal dispute if you pay this way.
