Paypal Refund Error -- Account Now Unusable -- Could Use Some Help to Resolve

This is a strange - and frustrating - one.
I recently sold an item through ebay for approximately £300. The item was collected in person.
Three weeks later we received a notice from Paypal saying that they had refunded the full amount for the transaction and left the account in deficit (of £300 -- rendering it unusable until the situation is resolved).
I contacted the buyer via eBay. He was surprised. He claimed to know nothing about the refund and stated that he was still very happy with the item.
I contacted Paypal regarding this, forwarded the messages from the buyer ... only to receive an automated response stating that it could 60 days for Paypal to look into the matter. I have had no further communication. In the meantime, my Paypal account is unusable and I have a refund to issue via Ebay for an item that was damaged in the post.
If anyone has had a similar situation, or knows of a solution, I'd be incredibly grateful!
