False tracking information submitted to claim

Hi everyone,

I've got a non-received dispute open, because a seller sold something twice, once to me, and again for 3x more to someone else.  Obviously they sent it to them, and they have given their tracking information on my dispute so that it looks as though they sent it.  What can I do to stop paypal closing this?

the tracking no should also provide details of the delivery address
