Why am I being forced to issue a full refund?

The buyer has requested $15 dollar refund because shipping time was not as described.  I have no problem with this refund because he is correct however when I go to the dispute screen and try and issue the refund it is telling me I can only issue a full refund even though on the first page it clearly states the buyer is looking for a $15 dollar refund.  I want to get this taken care of asap but I do not want to issue a full refund because everything except shipping time was fine.

es, it means you should b going to the ebay site for the claim.

just tried it, it just redirects you back to the paypal site giving me the same options.

Then you'll have to phone paypal about it.  Their number comes up when you click on 'contact us'.
