What happens after the seller denies you the part of your refund

What happens when someone denies you part of your refund? I payed to return my items to an EBay seller and now they won't issue a refund for the initial shipping. I only returned the items because they were seriously defective. An O gauge locomotive which didn't run and the tender that had the wheels smashed in and was missing two of them. I thought Paypal protection insured that we get fully reimbursed?
