Hi, my problem: so I ordered a bunch of records from England to America about a month and a half ago. Seller stayed semi in contact telling me he had a family emergency first, then that he had shipped them, then he hadn't but would in a couple of days. Then he just got done working a festival and would. Last I heard he had sent them but they aren't here. He has been stringing me along for enough time to have passed that now paypal won't let me do the resolution thing. What can I do? Please help, it's over 200.$ I really can't afford to lose! Thanks

Did you purchase them with a credit card?  If so inquire with your card company about filing a chargeback...

Same thing has happened to me, makes you lose faith in Paypal verified merchants and therefore the Paypal name.  Don't let it go, that's what scam artists rely on.

Right, CC company is the only shot at this point, if past 30 days. Some CC companies have limits set too, like 30 or 60 days... they all differ I think.

When buying from a seller, make sure you know about their shipping dates. Make sure your seller is going to ship in the first 10 days after the payment for example. And if on the 11th day, they cannot produce a shipping tracking number, you can dispute though PayPal for non-receipt. The seller's recourse is to refund (if they haven't shipped), OR reposed to the case with their tracking number (which they should have provided to you already).
