Dispute services not rendered after 60 days

I paid someone via Paypal to perform product services but he has failed to do so preoperly - in such a way as to render his services useless.  Can I get my money back?

 

On 5/13 I paid him via paypal.  It was called a "donation" whatever that means.

 

He was to perform his service within a month, but did not, giving me excuses and generally being unresponsive.  He finally did it after 50 days or so, but made mistakes in the product such that it is useless.

 

He has agreed to fix the errors but is again being unresponsive and failing to do so.  It has been over 2 weeks to do 2 hours of work.  If he ever responds, it is with lame excuses that he's busy.  He last claimed a week ago that he sent it but it has not arrived (TN to MD).  I am now emailling once per hour, and have resorted to shouting, demands, threats of small claims court, paypal disputes, etc., and there is still no answer.  He will not answer the phone.

 

At this point I need to get someone else to render the service and get my money back from this jerk.  What can I do?

 

Any advice is appreciated.

Donation means Donation:"a voluntary gift (as of money or service or ideas) made to some worthwhile cause"

 

If it was payment for services, you had the option of marking "Services" in type of payment.

 

I think you might be out of luck here.

Paypal can't help you.

 

If you used a credit card to pay for the item, file a chargeback by calling the customer service number on the back of the card.
