Dispute ruled in favor of buyer when none claimed?

Recently I refunded the S&H charges to two buyers since they were on Military bases. I support our troops. At the bottom of the transaction it now says eBay has ruled in favor of the buyer and Paypal will refund my money to the buyer, of course taking it out of my account without my permission. No complaint has been made by either buyer. I have e-mailed Paypal but the jerks do not respond. Is this another money maker for eBay/Paypal. I guess I can no longer support our troops when they do not read my notice and send the S&H charges. Shame.

If this is an eBay dispute, I would recommend emailing eBay, rather than PayPal. Any emails a PayPal representative receives regarding an eBay dispute will be forwarded to eBay, but that lengthens the amount of time before eBay can respond to you.
You may also want to consider reaching out directly to eBay. Log in to your eBay account and click on "Help."

eBay knows nothing about it. A Paypal glitch it seems. They say they are working on it. It seems to have been taken off and they (Paypal) assure me only the S&H was refunded and not the whole amount.
Maybe resolved at least until next time.

I was checking here for the same issue. I refunded a Buyer, completely of my own accord, because the package was lost. She never filed a dispute with Ebay, but the remarks on the transaction say "eBay decided in favor of the buyer in a dispute filed with the eBay Resolution Center and authorized PayPal to debit your account for this refund." Does PayPal put that on every refund, regardless of the circumstances? Will it be a bad mark against me as a Seller? Not only did this Buyer never file a complaint, she even gave me good feedback. Anyone?

Auntspicy, I am having the same problem as the OP. I was shipping an item to a buyer. I noted damage to the item and went ahead and shipped it out this afternoon. I went into Paypal and refunded the buyer's money back to the buyer.
No Dispute, No Complaint filed by buyer.
At the bottom of the refund transaction page appears this message:

OP,
Can you state whether it listed this as a temporary hold? PP's security team will randomly pick and hold payments for no apparent reason. My experience with the holds is not good and only destroys business relationships when PP overturns the payment against mine and the buyers wishes forcing us to use other payment processors. If this was a temp hold situation than your buyer may have been on your side. It may not hurt to write the buyer and ask them if they would mind repaying you the said amount on another payment processor. Communication may take 2-4 weeks if they are deployed but try to be patient as internet access is never guaranteed when in a live combat zone.
