disputed a claims after receiving refurbished product, paypal rule in the seller's favor stating that they cannot decide in my favor because they do not deal with quality issue.

Paypal has two plans, one for ebay purchases and one for non ebay purchases.
Ebay purchases cover INR, and SNAD complaints
Non ebay purchases, which yours was does not cover SNAD complaints.
N ow if you funded the paypal payment with a credit card, contact them and file a chargeback.
The cc company will probably tell you to send back the item befor they refund you
