why cannot I escalate a dispute to a claim to paypal for a case closed by paypal?

this was fraud and scam. paypal allows no recourse to escalate a closed case.

If it was a dispute for 'unauthorised use of account' ie your account was hacked then you don't need to escalate.
If it was a dispute for non receipt of item or item received but not as described then you can only escalate 7 days post payment.
Advice is voluntary.
