seller sent wrong item; Paypal sides with them in dispute

So I bought a motorized cat litter box that automatically sifts the litter and collects the wast in a separate recepticle. Cost was around $50. When I finally got a package from China it contained a plastic pet food bowl and stand that looks to be worth about $4.00 or so. I contacted the seller to no avail, then opened a dispute for "Item not received". My dispute stated "Seller sent me a completely different item of far less value and has since taken down their online storefront. They have not replied to my email inquiry, and there are numerous Facebook posts calling them a scam." The dispute was "Decided in seller's favour", stating "Valid tracking info provided by the seller." I tried to open a new dispute for "charged wrong amount" but have not been successful; is it because I already disputed that purchase once??

Chinese Web Sites or on Facebook easy to spot so buyer beware.
1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.
Did you open a dispute for non receipt of item OR item received but not as described?

as I stated above @kernowlass , I opened a dispute for "Item not received"; I don't remember what the other options were but that sounded right at the time.

So you received an item and opened a dispute for non receipt of item for some weird reason?
Why did you not open a dispute for item received but not as described?

again, I don't recall what the dispute options were, but I described the situation completely. If I try to open ANOTHER dispute I get two options: "I want to report unauthorized activity" or "I have a billing issue".

Again you must have opened a dispute for non receipt if it was closed.
You can open one dispute per transaction.
Other than that you can only open one for unauthorised if your account was hacked OR a billing issue.

this might be helpful for others reading this: I called PayPal and they reopened the case and changed the dispute type. 10 days for seller to respond.
