pending transaction dispute

I have a pending transaction after signing up for paypal credit to purchase a phone through voxi, there was some sort of glitch and i never received the phone, the transaction is still pending but voxi say that as they havent received funds, they cant cancel it, paypal say that voxi needs to complete the order in order for it to clear, what can I do, this is £375 and im left with no phone?

When you pay a company (rather than an ebay seller or individual), then it is often pending until that company processes your order and captures the pending payment.

If they don't process that order and capture the pending payment then the pending status times out at 30 days post-payment.
