we sell a lot of items online. we get probably 10 disputes a month. Low value items (digital product keys). each time a buyer disputes, paypal REVERSES the funds even though the digital key is embedded on the transaction (tracking status) . Not only that paypal charge us an ADDITIONAL $12 dispute fee which is ridiculous. how do we avoid this and get the fees waive (we thought we are covered by paypal seller protection) ? is there a senior complaint department where we can appeal to ?
