link credit or debit card (limited account)

Please Help

1- i don't have any credit card already linked to my account

then

i got paypal permanently limited account i waited for 180 days 

then paypal told me Your PayPal Funds are Eligible for Withdrawal

after that i want to link my debit card to my account , it can't

it tells me 

There's problem with your account. Please go to the resolution center so we can help you resolve this quickly.

i contact paypal support with the message 

( i can't link my visa card because my account was limited for 180 days and more , i didn't link a card before the limitation so i want to add my card now ! after the 180 days hold) so please allow me to add a card without error message )

they reply me : 

The required access to add card has been granted you can now able add card to your account and withdraw funds.

but i linked my card from mobile app
