how to dispute an author online payment but the web have a problem

After made a payment of $ 99.66, I found the paid items still in the shopping cart, and the system continue to ask my to pay. There is no notice to me for payment completed and shipping information. The transaction is in pending, but I can't cancel it at active page, and also I can't open a case at resolution center. what I should do for cancel this transaction?
