how to cancel an order on fraudulent transaction

This is an unfair investigation. I went to a zerostore.site and tadastore.site websites and tried to make a purchase but was rejected and denied and then redirected to paypal. The vendors were zerostore and tadastore apparently the same person charged me for $21.98 & 27.98. I see I was charged by someone unknow named nguyen <removed>. The phone numbers and e-mails are ALL invalid and there is no way to contact this person or company. I've tried. I asked paypal to cancel and paypal denied and closed my case after a very inadequate investigation. There is no way to escalate the claim because paypal is not helping. This is very fraudlent behavior on the part of nguyen <removed> and these fictious companies.
Does anyone have any ideas on how I can get a refund or cancel my order. The phone numbers for this person or business is no good and the e-mail addresses are also no good. They do not send out an order confirmation and I was not allowed to log in or sign in to either of these sites.
Help me please community. This is pretty rotten business.

I plan on contacting as many news stations as needed, not only regarding these types of scams but also to shine a light on how PayPal is handling these types of fraud, or should I say ignoring these types of fraud. PayPal is allowing Nguyen and others like him to continue to scam without any repercussions. PayPal actually encouraged me to just contact my credit card company. I did and they said that they would reverse the charge on my account but that doesn’t stop Nguyen from scamming others. They are complicit in this scam in my opinion because they are doing absolutely nothing to make it right or to stop him. I spent all day dealing with this; calling UPS multiple times and getting nowhere, then going back and fourth with PayPal with nothing getting resolved. The public needs to not only be aware of these types of scams but also of PayPal’s policies and lack of response to these types of scams. They are literally letting it continue. It’s inexcusable....

Just think guys.... why would PayPal support or promote scammers?? Does it help to grow their business??? first of all this scammer attracted all needy people with-in a short period of time, I am sure PayPal would have blocked his account in few hours but he would have made thousands of transactions in that time, How would PayPal know he is not going to ship the products at the time of your purchase ?? this scammer also has the shipping data from UPS, he is trying to trick PayPal dispute system by providing a tracking number that matches with your city, because that's what UPS or Fedex allows to verify and PayPal dispute system cares about. Here PayPal didn't ask you to buy from this seller , its you who chased the seller bought the item that are not existent or high in demand in this country. Now you need gather enough information and let the PayPal know that this seller didn't ship the item to your address with evidence from UPS. Its a hassle but that's the only way to tackle guys who learned trick the systems.

Youve got to be kidding, I have been chasing paypal with evidence from my delivery company (DHL) saying that the item is being returned as its on a duplicate shipping number, item shows last in germany and was meant to come to UK.
Still they DENY the case and this happens for many here.
ofcourse @Chris_1101 is going to sit in his high tower looking down upon all of us that have not been able to resolve our issues, makes me think that youre maybe in on this considering you know all about how to cheat and scam the system. How about all of us THAT HAVE EVIDENCE to disprove what paypal have been told and still pay-pal chooses to side with the vendor. Your comment of " Here PayPal didn't ask you to buy from this seller , its you who chased the seller bought the item that are not existent or high in demand in this country " is a joke, you sound alot like paypal. How dare you tell people how they choose to spend their money and where they spend it when paypal is "supposed" to be protecting buyers from scams and fraud. ITS PAYPALS JOB TO VET THESE PEOPLE NOT US.

PayPal has to protect both buyers and seller... I am not backing PayPal, I am like any other buyers here... but I, who understand both ends... Do you think all buyers are genuine? some do fake that they didn't receive the item even after correct delivery, in such cases how PayPal protects Sellers? so they have to look both ends. This particular seller is extreme and knows to trick both shipping company and PayPal. So you have to be patient and provide all the evidence to PayPal. I have seen many people got their refunds after escalating the initial decline and providing the UPS evidence. I am just trying to help the community with the reality and don't fall for fake websites or fraudulent sellers. Personal attack is not necessary here... just contact PayPal live chat and tell them tracking number is fake or its been addressed to different home than yours and provide DHL/UPS proof.

@Chris_1101 You state “just contact PayPal live chat and tell them tracking number is fake or its been addressed to different home than yours and provide DHL/UPS proof.” BUT this is the problem and our frustration. All you have to do is read all the comments to see that WE ALL have attempted to do just that and PayPal is still siding with this scammer. I called PayPal yesterday at 11am and @ 6pm my case still hadn’t gotten resolved. How are we supposed to get proof from UPS, etc., when it is NOT their policy to provide any documentation to us since we were not the recipient of the package sent. Please think about that for a second. Maybe some people have been able to get something in writing, but most of us are not able to for the reason I just explained. We are at the mercy of whoever takes our call. I talked to two people from UPS yesterday and spent probably a full hour in the process to be told the same thing by both people. One was a supervisor in which I requested I speak to after the first person told me they couldn’t issue anything in writing. In my case, I was able however to provide to PayPal screen shots of my original time stamp on my purchase invoice and proof from UPS that “my package” was supposedly delivered to me BEFORE I even ordered it. But PayPal just answered back via chat, sorry, we still need something in writing from UPS.

Not to mention all the others who have also said the same...
I too appreciate that this can come from both ends, but is this not why we used this "protected" platform? My major concern is that paypal are not even looking into these cases and simply denying any dispute that is made because they have information that proves otherwise. Where is this information they have and why do we not get to see it?

@guinea696903 I just wanted to let you and others know that I contacted a local investigative reporter in my area and told them everything that is going on with all of us...and how difficult it’s been for us to get our money back through PayPal. She did some research on it and is now doing a story which will air tomorrow! She will be reaching out to PayPal for comment.... A couple days ago PayPal finally agreed to reopen my claim and look into it further only to deny my claim AGAIN the very next day for the same reason (valid tracking number). Only after I let them know that I had contacted a reporter was I was refunded my money instantly (seriously, within the following minute) as a “one time courtesy”. I understand that PayPal is probably understaffed during this particular time, but it’s absolutely inexcusable that this particular seller has hundreds of claims against him for the same reason and PayPal continues to still deny all of our claims right away. Their policy needs to change regarding their claim process. We (the consumers) all had a false sense of protection using PayPal that if a transaction was fraudulent, we would be protected. We were not....
