I am sorry you are facing this, for what its worth I am having the same issue as yourself. Firstly, you do need to try and resolve this via paypals resolution centre, although saying this, from the way your post reads, I expect you have already done this to no avail. Once you are confident that Pay-pal are not budging on their stubborn decision take the matter up with a financial ombudsman or equivalent to wherever you are in the world. Here in the UK we have the Financial Ombudsman service that takes matters like this up directly with Pay-pal. Unfortunately this process is not quick by any means, I have had issue with pay-pal since March 2020 and I have only just got word back (quite literally today) from pay-pal's "executive escalations department", it goes without saying that pay-pal could still stick with their decision to say you are in the wrong, but if you have the correct correspondence like you suggest then it should be a fairly solid case. It may also help if you get into contact with the shipping provider to gain more information of the package delivery, in my case the item was meant to be delivered to the UK, ended up in Germany for 2 weeks, and miraculously was delivered to... well... who knows. DHL stated to me that the item was returned to sender as the tracking number was a duplicate but pay-pal stubbornly told me that the item was infact delivered to myself, albeit to a person with the wrong name, wrong country, DHL emails saying the item is being returned and to top it off, banggood saying that they will refund me "only if i do not open a dispute". Again all sent to pay-pal just for them to ignore it. As soon as my current complaint to pay-pal has been closed/investigated I will be back here to provide others more information on how to contact pay-pal and who to contact if they do not uphold their "buyer protection". it goes without saying that pay-pal's "buyer protection" is not fit for purpose and I will soon be looking to take this matter up with trading standards in the UK as it does not provide the service it suggests, Pay-pal adopt the attitude of "do as we say and not as we advertise". @Chris_1101  This was not a personal attack, far from it infact. Merely a reaction from someone who yet again is clearly being ignored,  You say "just contact PayPal live chat and tell them tracking number is fake or its been addressed to different home than yours and provide DHL/UPS proof" even though in my post I said I had already done this. Not to mention all the others who have also said the same...   I too appreciate that this can come from both ends, but is this not why we used this "protected" platform?   My major concern is that paypal are not even looking into these cases and simply denying any dispute that is made because they have information that proves otherwise. @ttoca525  Yep, paypal are complete con-merchants!    Its absolutely disgraceful the way that they are conducting their business and an amazement that they are still able to.     I already have filed a case against paypal and also written to the CEO of the UK for Paypal to highlight these issues that we are all facing. Depending on where you are I suggest you do the same, The addresses can easily be had with a google search.   When I read the cases that are here in the disputes forum its deeply concerning that paypal are able to act in this way and continue to allow the problem to spread.  The misinformation by the reps and customer service teams is a joke and inexcusable, I dread to think of the amount of time people here have had to waste just to end up wasting more time (and money in some cases) to rectify an easily resolved issue.         ... Here we go, great case of the "paypal employee" not having a clue of what is actually going on.    Many people here have already highlighted (like myself) that this option of "appeal the decision" is mysteriously vanishing, I have screenshots to support this so please do not try to suggest this is a browser issue.    @pete_hd1   Please please please please please, take this up with the financial ombudsman. I opened my case with them over the weekend online the form is simple and will take much less time than waiting on paypal.   If not you can goto your card issuer and try to issue a chargeback not sure what the process is on this though as I opted for going with the ombudsman service.    https://www.financial-ombudsman.org.uk/consumers/how-to-complain   I also have addresses and contact details for the CEO of Pay-pal for the UK. I have not bought from this scammer, but unfortunately have fallen into the same trap as everyone here where Paypal straight up refuses to investigate any of these claims or disputes. Like many here I have provided proof of the item being returned with a letter from DHL.  Three times I have had the case re-open by the alleged customer service team and three times I have had the case closed ruling in favour of the seller stating that the item tracking information states that the item is delivered. Completely ignoring the correspondence from the actual delivery company saying its been returned.   I have since given up taking this up with paypal as clearly they do not care at all and using current situations to line their pockets with ill gotten gains.   Take matters up with  your financial ombudsman and card issuer!! Its inevitably going to take longer but this lack of action from paypal is beyond a joke.   Paypal ought to have a class action lawsuit filed against them.       ... View more

Youve got to be kidding, I have been chasing paypal with evidence from my delivery company (DHL) saying that the item is being returned as its on a duplicate shipping number, item shows last in germany and was meant to come to UK.   Still they DENY the case and this happens for many here.    ofcourse @Chris_1101 is going to sit in his high tower looking down upon all of us that have not been able to resolve our issues, makes me think that youre maybe in on this considering you know all about how to cheat and scam the system. How about all of us THAT HAVE EVIDENCE to disprove what paypal have been told and still pay-pal chooses to side with the vendor.   Your comment of " Here PayPal didn't ask you to buy from this seller , its you who chased the seller bought the item that are not existent or high in demand in this country " is a joke, you sound alot like paypal.  How dare you tell people how they choose to spend their money and where they spend it when paypal is "supposed" to be protecting buyers from scams and fraud. Bahahahahaha this is a lie!   i dont believe at all that paypal has anyone looking at these cases for any of us.    I begged and pleaded with the Disputes team to read my attachments supporting my case and clearly they are not and favouring whatever result that allows them to keep hold of your money.    Buyer Protection is Unfit for Purpose. ... There is no real way of getting to talk to anyone useful at paypal at all.    If you are able to, take up the issue aswell with your financial ombudsman service or equivalent.  Buyer Protection here is a myth and a scam. ... View more

Straight up, Pay-pal is a scam.   I am beyond frustrated with this companies unfit for purpose "buyer protection" along with thousands of others here.    You provide evidence to paypal, not good enough.    Want to talk to a chat representative as lines are close. get ready to wait for 5 hours like me.    Get your case appealed. DENIED.   Absolute joke, Lies are spewing from pay-pal staff here everywhere.   Do yourselves a favour and take it up with your financial ombudsman if you have clear evidence to support your case.
