how do you know you can trust a seller

I recently purchased a item and then received a message from EBAY stating they had flagged the seller ?  

How can i check to be sure I'm dealing with someone reliable ?

You never really know, to be honest. Seller's accounts can be hacked into and the seller will report unauthorized access. You can always dispute the transaction for Item Not Received or Significantly Not As Described at PayPal, if eBay's money back guarantee program isn't able to help get your money back.
