dispute resolution

Someone who I am negotiating with on a dispute says he can't send cash or merchandise until I remove the claim through PayPal. Is this standard procedure? I have Not escalated this. I'm trying to resolve it. I am struggling with navigating through here too. How do you reply to messages without amending my original message? I don't understand the site.

did you escalate to Paypal review?

if so,then you two have to wait for PAYPAL to decide.

Yes you said you hadn't escalated it in your first post.

DO NOT close the dispute, the seller is perfectly able to refund you during the dispute and that automatically closes the dispute.

If you close it then you won't be able to open another and he can ignore you. If you had to close a dispute to get a refund then it would make the dispute process obsolete.

You can't force him to send your item but if you escalate to a claim then you should get your money back.
