dispute claim process

I have dispute in PayPal for a product I bought and found deferent than what I paid for 

I try to reach the seller and didn't respond and a file a claim in merchandise website and they didn't even answer and now when I file claim in PayPal the send me an offer for full refund to the product and I cant replay for this like a mandatory approval , I didn't agree for the offer because this transaction has cost me over 100 $ to the international shipping and custom duty and returning will cost even more now  I need to process this claim and I want a better offer from seller

If the seller has offered you a partial refund, you are not obliged to accept it. If the buyer and seller can’t reach an agreement on a dispute, either of them can escalate the dispute to a claim any time within 20 days of the date the dispute was opened. By escalating a dispute to a claim, they're asking PayPal to investigate the case and decide the outcome based on evidence supplied by the both parties. To ensure that each customer receives individual attention and provide a reasonable time for each party to respond to our inquiry, we require approximately 30 days to resolve a complaint. It's important to keep a close eye on your Resolution Center for any updates using this timeframe.

What if I think the seller is requesting me to jump thru hoops that I don't feel are necessary ? should I just ask you to take it to claims instead of wasting more time ? Time is precious.
