Won't let me dispute before 180 days

Here's my situation

 

I paid for a custom computer program with paypal on Oct 9,2019.

 

The developer said it would take 2 weeks and I kept trying to contact him. He would reply every few weeks. The program he sent doesn't work and is full of bugs and he recognizes that. I told him I would file a dispute before 180 days if it isn't complete.

 

I filled a dispute on April 5th. which was 178 days. Then on April 9th it was closed saying it was passed the 180 days.

 

I was under the impression I had 20 days? is there anything I can do at this point?

 

PayPal makes it sound like you can open a dispute before 180 days.
