Weird Circumstances, Claim Denied Help

I ordered an Espresso machine online. Payed with Paypal. I never received the item. Seller was unresponsive. I opened a claim. Seller sent Paypal the tracking information that was not forthcoming before. Paypal denied my claim. UPS listed the package as delivered but after 2 months of fighting with them challenged them, UPS did a thurough investigation and found the package was never delivered and the package was lost. They agreed to refund the SHIPPER (which makes sense). They won't give me any information about the shipper they are refunding. I have no way to follow up with the seller. There is no contact information on the invoice. Paypal is ZERO help since they already denied and closed the claim.
I have no idea what to do next since it seems impossible to actually talk with anyone at PayPal.
Help... please.
